It is a very dense mix of offices and shops. Deliveries occupy the streets for much of the morning, which makes the choice of stopping point matter.
The 2nd holds many agency and service-company head offices. Clients often book a car here for two or three hours: a meeting, a lunch, a return trip.
The chauffeur stays nearby between stops. You lose no time re-booking a vehicle and you leave your things on board.
